The complexity lives in the regulation

Finding the requirement is only the beginning. Training and competence requirements are not always stated directly: they can be spread across regulations, Implementing Rules, AMC/GM and ED Decisions.

And how they apply depends on each organisation’s specific context. A Part-145 organisation does not have the same needs as a CAMO, and a design organisation under Part-21 presents different profiles and responsibilities. Roles, approvals, aircraft and activities determine which requirements genuinely apply.

Doing that cross-reference by hand, requirement by requirement and post by post, can become one of the most demanding processes in training management.
